Background intelligent transfer service

One of my (few) favourite features in XP was BITS, with its support for resumable downloads, sensible (though not quite "intelligent") bandwith usage, and flawless "online-detection".

Eeenteresting. I do use XP, but I suppose winget shouldn't be just for XP, and the idea is I'm just bolting a Windows interface onto wget as it is. But interesting: I wasn't aware the guts of Windows Update had an API.

(In related news, Paul Victor Novarese wants winget, so I guess I do need to get around to writing it. Haha.)

BITS is no longer just for XP. A runtime package has been released for W2K. Also, with v 1.5, resumable uploads are supported as well.
