Apparently I had left out an important instruction in my quick links weblog directions, namely that if you want to use pingToRebuild.cgi, you have to have SOAP Lite installed. Which is actually pretty difficult to install. Rather than adding the instruction to install it, I should really rewrite pingToRebuild.cgi to use string-manipulated XML heredocs (yes, evil, blah blah blah) like Movable Type itself does for its XML-RPC... but... I'm not going to. At least not today. Sorry.
